Overview of HCVP Process for Landlords
- Landlord lists property at www.summithousingsearch.org or another resource.
- An HCVP participant selects the property.
- Landlord and participant complete and submit a Request for Tenancy Approval (RTA).
- The unit passes a housing inspection, AMHA approves the rent amount, and landlord and participant agree on a move-in date.
- Landlord and tenant sign and submit the lease to AMHA.
- Landlord and AMHA enter into a Housing Assistance Payment (HAP) contract, which must be signed and returned within 60 days of the effective date of the contract.
- Ongoing payments are made via direct deposit on the first business day of the month. Payments can be reviewed through the Landlord Portal; see directions below.
- Inspections are conducted at least biennially. Inspection information can be reviewed through the Landlord Portal; see directions below.
- Participant’s rent portion is reviewed at least annually.
- When the participant wishes to move, landlord and participant will complete a Request to Move form and agree on a move-out date.
- Landlord will notify HCVP when the participant moves out.
Change in Rent for a Unit
Landlord must notify AMHA 60+ days before any contract rent change.
If a landlord wishes to alter the approved contract rent, he/she is required to notify AMHA at least 60 days before the proposed change will go into effect.
Written request to the Contract and Leasing Supervisor with unit address, requested rent, and effective date (60+ days out)
The request must be in writing to the attention of the Contract and Leasing Supervisor and include the address of the unit, the requested rent, and the effective date you wish for the rent change to be effective (must be at least 60 days out). Submit your request here
Rent reasonableness applies; reviewed at most annually.
Any requested change will be subject to rent reasonableness requirements, and a rent review may not be conducted more than once every 12 months.
Rent reasonableness review may result in a decrease, not just an increase.
Since rent reviews are determined by the required rent reasonableness, a request for a rent increase may result in a rent decrease.
Avoid Common Owner Violations
Always maintain the unit in accordance with AMHA inspection standards.
Never accept HAP payments from AMHA for a vacant unit.
Never demand or accept “side” payments from a family.
A side payment is any money the tenant pays the owner that isn’t part of the approved contract rent. This includes payments for utilities not specified as the tenant’s responsibility.
Landlord Portal Instructions
Preparation for the Move-In Inspection
Prior to the move-in inspection please ensure that:
- Both the landlord and prospective tenant have inspected the unit. See below for common fail items.
- No major construction work is being done on the unit.
- The unit is free of trash and debris.
- No evidence of mice, roaches, fleas, or other infestations.
- All utilities are in service.
- There is no defective paint on the inside or outside of the property.
- Smoke Detector in each bedroom
- CO2 detector in the immediate vicinity of the bedrooms
- Reminder: the property must pass inspection within 30 days of the first inspection.
